Rationale

The objective of the project Donostia Auzolan: Flexible work for reconciliation of family and professional life, is to promote the implementation of flexible forms of working organization and measures for reconciliation in the SMEs of San Sebastián and area of influence, which facilitate the access and the participation of the women in the labour market and allow the reconciliation of family and professional life. The expected result is an increase of the adoption of measures for reconciliation on the part of men as well as a greater awareness from the part of the union agents with a view to the incorporation of the gender perspective to the partner bargaining; the generation of flexible models of organization of work which can be generalized and be applied in the SMEs of San Sebastián and others; and the restoration to the labour market of people who had abandoned it by reconciliation problems. In order to obtain the objectives and results, the project anticipates actions of mainstreaming directed to working men, managers and human resources staff and to union agents. Also, it is oriented to the experimentation of flexible models of organization of the schedules and space of work in SMEs, that favor the reconciliation of the family and professional life, with actions addressed to the own companies, their employees and their couples. In addition, the project incorporates the creation of a Local Observatory of Reconciliation, as well as actions addressed to obtain the reintegration of people, specially women, in the labour market, through customized itineraries, as well as the support to the creation of enterprise initiatives on the part of these same groups. The gender perspective is introduced in a cross-sectional way throughout all the project (in the composition of the AD, the diagnosis, the objectives, in the design and access to the performances, in the results and, the monitoring and evaluation). Innovations are contemplated with respect to the contents (applied experimental method to the enterprise surroundings and of policies of use; Observatory of reconciliation) as to the objectives (collective goal and territory) and processes (based on NTIC). The transnational cooperation will allow to enrich the model of experimentation of the national project, as well as the fortification of the DP partner organizations and the creation of transnational microenterprise networks. The project, of 36 months of duration, has a total cost of 2.780.000 euros.

Objective

GENERAL MISSION To promote the implantation of flexible forms of organization of work and measures of for reconciliation of family and professional life of workers in the SME of San Sebastián and area of influence, in order to facilitate the access and the participation of the women in the work market and allow the reconciliation of family and professional life Result: 100 companies apply flexible forms of organization of the work or adopt reconciliation measures OBJECTIVE 1 To promote equal participation of men and women in productive and reproductive life by means of the sensibilización and learning of workers, managers, social agents and population in general. Result: 200 managers or people in charge of RRHH of PYME have participated in gender mainstreaming events; 100 union agents have participated in modules on conciliation policies; increase of 5% of men welcomed in reconciliation measures. OBJECTIVE 2 To promote the experimentation, validation and implementation of new forms of organization of work based on flexible planning of time and place of work, and the adoption of reconciliation measures. Result: Flexible forms of work have been obtained successfully; Generalize parameters have been defined; Guide of good practices has been elaborated OBJECTIVE 3 To impel the creation of a Local Observatory for Reconciliation of the familiy and professional life Result: Created the Local Observatory for Reconciliation; The Observatory Integra in the Urban Observatory OBJECTIVE 4 To support the insertion and reintegration in the labour market of unemployed people who wish to get up themselves to the active life. Result: 80 people have participated in insertion itineraries and have acceded to the labour market with indefinite contracts; 100 participant people in courses of technological alphabetization accede to the labour market; 15 initiatives of selfemployment, beginning microcompany and social economy

Innovation in objectives - Territory: In the local scope of San Sebastián specific investigations do not exist on the content of the project - Collective goal: Only the biggest companies implement measures of reconciliation and forms of flexible organization of work. The project will act in micro and small independent companies as well as with autonomous workers Innovation in contents: - The experimentation of new forms of organization of work has not been carried out previously in the collective goal nor in the territory of performance. Only one of the projects of the thematic field of Reconciliation of the previous Equal phase were oriented to the reorganization of work. Nevertheless a scientific research in a determined sample of companies has never taked place before in the framework of the Initiative. - Methods of intervention: method of cuasi-experimental investigation and method of direct investigation. Application of methods to new scopes - Observatory for Reconciliation of the family and labour life: innovation in the territory (in contents and processes) - Urgency Service to facilitate Reconciliation Innovation in processes: - Instrumental innovations based on NTICs: -Virtual devices or platforms (organization of innovating services: virtual secretariat and law documentation providing services) -Applied Teleworking to working positions were this option had never been considered or was nonviable.
